Appointed Deputy Mayor by Karim Bouamrane, I am in charge of the smart city, artificial intelligence and international relations portfolios in Saint-Ouen-sur-Seine.
My background
A graduate of Ensimag, I began my career as a research engineer at Gaz de France and then at EDF R&D, before joining the digital startup ecosystem at the turn of the 2000s. For more than 25 years, I have founded and led several technology companies in France, the United Kingdom and Africa: co-founder and CTO of Kwik Delivery in Nigeria, founder of Smart Interactive in Paris.
A resident of Saint-Ouen-sur-Seine since 2003, I became involved in local life very early on: creation in 2006 of the first citizen blog lesaudoniens.com, participation in the Docks citizen group, and involvement in the 2014 and 2020 municipal elections.
I pay particular attention to inclusion issues, especially for people with neurodivergent profiles, convinced that digital technology and artificial intelligence can be powerful tools of empowerment and autonomy.

A collective framework
The three portfolios share a common ambition: making technology and openness to the world levers of empowerment, inclusion, trust and opportunity. These subjects can seem technical, yet they directly concern access to public services, the simplification of administrative procedures, data protection, training, youth and cooperation with other cities.
This work is part of the collective effort of the municipal team and respects everyone’s remit: some subjects fall directly within the city’s competence, others require partnerships with other local authorities, institutions, associations or economic actors.
A method
These subjects cannot be handled in a top-down or purely technical way. The method rests on six principles: listen to the needs of residents, public employees and partners; explain sometimes technical subjects in an accessible way; involve the people concerned; experiment on a small scale before rolling out; evaluate usefulness, limits and results; be accountable for progress, constraints and follow-up actions.
Priorities of the mandate
The priorities focus on the accessibility of digital services, digital inclusion, trust in data, the responsible use of artificial intelligence, training in the skills of tomorrow and international openness serving young people and local actors.
